Existing assessments needed to be compared with current technical options.
Existing assessments classified many areas as unsuitable or only partly usable. At the same time, lightweight PV technologies, cost structures and operator offers had developed further. The review therefore examined which exclusions still held and which assets merited another look.

The analysis showed which exclusions were supported, where detailed assessments were missing and how roof refurbishment, tenant consumption, willingness to invest and operator role need to be considered together.
Capacity, cost and yield effects were framed as comparative scenarios. This provided a basis for focused technical and commercial review of the relevant candidates.
