PERCEL is responsible for the connections, not every individual service.
PERCEL clarifies the objective and assignment, structures decisions, evaluates options, formulates requirements and leads the contributions involved. Specialist planners, engineers, developers, architects, experts and other specialists remain responsible for their technical work.
This distinction prevents the impression of an unspecific full-service provider: PERCEL needs to understand many disciplines because the overall objective lies between them. It does not need to perform them all.
